LEAP Letter

The national overview of state and federal actions on electric restructuring covering: Key state-by-state legislative & regulatory actions; perspectives about emerging trends from the front lines of legislatures, regulatory commissions and courts; public policy choices in guest articles, state and federal legislative proposals; restructuring, retail & wholesale competition, stranded costs and system benefits, alternative regulation, and other regulatory changes every two months.

Originally published under a Pew Charitable Trust Grant as the Legislative Energy Advisory Program in 1994-1995, the LEAP Letter began commercial publication in 1996 as the first state electric industry restructuring laws were enacted. Since then this national 50-page energy journal is read by lawmakers and utility regulators in every state.

Extending the functionality of the LEAP Letter by bringing it to an interactive World Wide Web, this searchable LEAP Letter database allows users to trace state and federal legislative and regulatory electric industry restructuring events over time by quickly searching nearly 2,400 articles currently (21 editions). Key legislation and regulatory links provide reference to original documents used in LEAP Letter preparation.

PV Consumer Letter

Addressing key solar energy or photovoltaic (PV) issues for state utility consumer agencies this 2-4 page newletter keeps state utility consumer agencies up-to-date and well-informed. Published periodically by WASA since 1996 under the PV4You National Consumer Project (NCP). The NCP web site also features state-by-state electronic news updated weekly on PV Net.

The National Consumer Project is coordinated by William A. Spratley as part of the Photovoltaics for Utilities (PV4You) national educational effort on technical and regulatory aspects of solar energy. The project's objective is to educate and assist state utility consumer agencies in understanding photovoltaics in the changing marketplace.
